The Rural Towns: Rural Life Single Regeneration Budget programme took place over a very short space of time (2001 - 2003), most people would agree that it has been an overwhelming success. This was largely due to the tremendous increase in activity within many towns across the South East, together with a heightened awareness about what these towns could achieve. It is apparent that the need to build the capacity of towns and develop town partnerships is critical to the success of future project activity. A genuine commitment to the needs of the community is best achieved from the bottom up. Communities wishing to take the initiative in accessing public money must have a proper structure in place to deal with bureaucracy and accountability. Considerable help and support may be provided by the Local Authority but a greater degree of simplification is still required. Towns with a paid co-ordinator are well placed to achieve their outputs in the longer term. Above all the scheme showed that access to relatively modest sums of money stimulates a good deal of energy and enthusiasm in towns and has a noticeable effect on making things happen. Community-led projects are cost effective since they generate significant levels of match funding including a good deal of volunteer input.
